こんにちは。HeroFund株式会社 代表の黒瀬千尋です。
筑波大学で教育学を専攻、タイのカセサート大学及びチュラロンコン大学で1年間ホームステイと日本語教育アシスタントを経験。 卒業後、学生インターンシップ支援、経営コンサルティング、 カンボジアのKirirom Insitute of Technologyの産学連携担当理事を経て、 2025年に岩手県平泉町にてHeroFund株式会社を設立しました。 現在も同大学にて産学連携担当理事を務めています。
平泉は、世界遺産に登録された歴史・文化・食・自然を持つ町です。 しかし日本の多くの地方と同様に、人口減少という現実に直面しています。 これだけ豊かな資産と可能性を持つ場所が、十分に活用できていない。
一方で、アジアをはじめとする海外の若い人材には、 日本に対する尊敬と関心、実践の場を求める強い意欲があります。
彼らとこの場所をかけ合わせることで、 地域課題の解決と人材育成を同時に実現し、 新しい地域経済活性化のモデルをつくる。 そこに関わる人が誰かを助けるヒーローになる。
2025年には第1期生8名のカンボジア人留学生が平泉に滞在し、 地域企業・行政のDXプロジェクトに取り組みながら日本での生活習慣をはじめ、地元の人々とのコミュニケーションから多くを学びました。 この経験をもとに、地域と世界をつなぐ取り組みをさらに広げていきます。
国・性別・年齢・経済状況・既成概念にとらわれず挑戦することの面白さと、 日本の豊かさを世界に伝えていくことが、私たちの使命です。

I am Chihiro Kurose, Representative Director of HeroFund Inc.
After graduating from the University of Tsukuba, I worked in student internship support, management consulting, and as Chief of Staff at Asia Innovation University, before establishing HeroFund Inc. in Hiraizumi, Iwate Prefecture in 2025. I continue to serve at the university as a Board Member for Industry-Academia Collaboration.
Hiraizumi is a town with history, culture, food, and nature recognized as a UNESCO World Heritage Site. Yet like many rural communities across Japan, it faces the reality of population decline. A place with this much richness and potential is not being fully utilized.
At the same time, young professionals from Asia and beyond hold genuine respect and curiosity for Japan, along with a strong desire for meaningful, hands-on experience.
By bringing these people and this place together, we aim to address regional challenges and develop human capital simultaneously — creating a new model for rural economic revitalization. Everyone involved becomes a hero who contributes to something larger than themselves.
In 2025, our first cohort of eight students from Cambodia completed a three-month residential program in Hiraizumi, contributing to real DX projects with local businesses and municipal government. All eight participants successfully completed the program. Building on this foundation, we will continue expanding initiatives that connect communities with the world.
Our mission is to show the world that Japan has so much more to offer — and that challenging yourself beyond the boundaries of nationality, gender, age, economic background, or conventional thinking is one of the most rewarding things a person can do.
We look forward to shaping the future of regional Japan together with companies, municipalities, and educational institutions who share this vision.
